for him to go to the Colonial Secretary for advice: whether it was right for the Colonial Secretary to advise him to refuse to comply: whether it was right for Mr. Seth to act on such advice in the way he did. I feel confident that Your Excellency will not approve such underhand mthods, but will express an opinion that the more straightforward course would have been for Mr. Sath to come to me direct to put forward any complaint or express any grievance which he felt he was labouring under. With such an expression of opinion from Your Excellency I shall be well content. But in determining these questions I submit with much respect that the question what the Registrar's duties towards the Chief Justice in fact are does not enter. That is an important question which as I think can be discussed without taking Mr. Seth's attitude into consideration.
